How to get electricity from electricity board?

Two senior citizens living at house which is father' own property. Both are husband and wife. After death of father in 2012 daughter filed a partion suite in court. 1 year back her nephew and sister in law disconnected the electricity without any legal notice and they are living without electricity for the last one year

Note- from 2011 to 2023 there is no disput between that lady and her sister in law
